When former sex-crimes cop-turned-community activist Sam Winfield becomes a suspect in the murders of recently paroled rapists whom he has warned neighborhoods about, Detective Stabler is torn between upholding the law and identifying with Winfield's intent to protect the innocent from known sex offenders.
