Negligent Father or Tragic Accident?

In Pennsylvania's Mennonite community a father takes his young daughter out on the farm for the tobacco harvest. Tragically she falls to her death under the wheel of a horse drawn wagon. Is the father guilty of the neglect and death of his child?
